
Independent U.S. Attorney Starr’s report on the investigation of the scandal involving Clinton and former White House aide-in-training Willowski was released to the nation on November 11th after a vote in the House of Representatives. Because the 445-page report, on the one hand, put forward enough to Congress impeach the president of the eleven charges, on the other hand on the Clinton and Liu Si Ji intimate past and has a very vivid and detailed description, in the release of immediately triggered the whole United States and even the global shock. Television, the Internet, and even the newspapers were all scrambling to publicize the report in the shortest possible time, and readers around the world who cared about U.S. politics also hoped to read this important and highly readable document as quickly as possible.
After obtaining the full text of Starr’s report, I have translated the most controversial and popular part of the report about Clinton’s first encounter with Liusky, their intimate relationship, and their final breakup into Chinese for readers’ reference.
Some parts of the report deal with sexual matters between men and women, but in order to remain faithful to the original text, no deletions have been made, and this is stated herein.
First sexual contact in 1995
Lewinsky entered the White House workforce in July 1995 as an intern assistant in the Office of the Chief of Staff, and over the next few months, at White House rallies, she and the President brow-beat each other. During the government recess in November 1995, the President invited her to his private study, where they kissed and had more intimate sexual encounters in the evening. Two days later, they had another sexual encounter, the third on New Year’s Eve.
A. Overview of Lewinsky’s tenure in the White House
Lewinsky worked at the White House from July 1995 through April 1996, first as an intern assistant and then as a staffer. With the assistance of Kaye, a family friend and key political patron, she was offered an internship as an assistant in early July, when she was twenty-one years old. She was assigned as a liaison in Chief of Staff Pennetta’s office in the old Executive Office Building.
Willowski was nearing the end of her internship when she applied for the White House staffer who had a job to give. She interviewed with Keating, Special Assistant to the President and Director of the Legal Office. Lewinsky accepted a liaison position in the Office of Legal Affairs on November 13, 1995, but did not begin her duties until November 26 (so she continued her internship in the meantime).
She remained an employee of the White House until April 1996, when, in her opinion, she was expelled from the White House and transferred to the Pentagon because of her close relationship with the President.
B. Initial meeting with the President
A month after starting her internship at the White House, Lewinsky and the president engaged in what she called a “hard-drive.”
At the farewell party and on other occasions, she made eye contact with him, shook his hand, and she introduced herself. When Lewinsky came downstairs in the West Wing to the President and introduced himself again, his reaction, according to her, was that he already knew who she was.
Lewinsky told her aunt that the President seemed attracted to her and perhaps interested in her. She also told a visiting friend that she was attracted to President Clinton and that she was greatly enamored of him, and the friend understood her to imply that she had also caught his eye, and that there was a mutual love affair.
In the fall of 1995, the budget impasse forced the federal government to suspend its operations for a week, from Tuesday, November 14th to Monday, November 20th. Only key federal employees were allowed to work during the furlough period, and during that week the White House staff of 430 was reduced to about 90, with White House aides-in-training able to continue working because they were unpaid and shared many additional duties.
During the suspension, Liusky answered the phone and ran errands in Chief of Staff Pannetta’s office in the West Wing. Because of the suspension, the President frequently visited Pannetta’s office, and he would occasionally speak with Lyusky. She described these encounters as “a constant discharge.” According to Liusky, Toiv, a senior adviser to the Chief of Staff, told her that she and the President had a lot of face time.
C. Sexual contact on 15 November
Liusky testified that November 15, 1995, the second day of the government shutdown, was the day she and the President began to have a sexual relationship. On that day, she entered the White House at 1:30 p.m., then left again for a short time (no time is recorded in the White House records), re-entered the White House at 5:07 p.m., and left at 12:18 p.m. on November 16th. The President was in the Oval Office or the Office of the Chief of Staff (where Lewinsky worked during the suspension), and Lewinsky was in the White House that afternoon for almost the same amount of time, from 5:01 p.m. on November 15 to 12:35 p.m. on November 16 at midnight.
According to Lewinsky, the President came to the West Wing to meet with Pennetta and Deputy Chief of Staff Ickes, and she and the President flirted with each other, and later at an informal birthday celebration for Special Assistant to the Chief of Staff Parmeli. At one point, Liusky and the President were alone in the Chief of Staff’s office, and in the midst of flirting with him, she lifted up her coat to reveal her backside and showed him the leather straps of her underwear above her pants.
About 8 p.m., she passed by Stefano Pullo’s office on her way to the restroom, and the president was alone inside, and he greeted her and asked her to come in. She told him that she was fascinated by him, and he smiled, then asked if she wanted to see his private office. They walked through a connecting door in Stefanopoulou’s office, past the President’s private dining room, and into a study next to the Oval Office.
Liusky testified that “we talked for a while, recognizing that there was an earlier fermentation of affection, that we were attracted to each other, and then he asked me if he could kiss me,” and Liusky said yes. They kissed in the windowless hallway off the study. Before returning to her desk, Lewinsky wrote down her name and phone number for the President.
Lewinsky recalled that she was alone in the Chief of Staff’s office at about 10:00 a.m. when the President came in and invited her to join him in Stefanopoulou’s office, which she did (asked if she knew why the President wanted to see her, Lewinsky testified that “I knew in my heart”), and that they met in his office and went to the private study area once again. This time the lights in the study were turned off.
According to Lewinsky, she and the President kissed, she unbuttoned her blouse, she unclasped her bra or had him pull it up, and he touched her breasts with his hands and mouth. Lewinsky testified, “I was sure that he had taken a phone call, so we moved from the hallway to the office, and he put his hand under my pants and teased me with his hand, and the President continued to talk on the phone (Lewinsky knew that the caller was a congressman or a senator), while she did it for him. He finished the call, and after a while, he told Lewinsky to stop”. As she remembers it: “I told him I wanted to finish and he said I had to wait until he trusted me more. Then I thought he was joking, he said he hadn’t done that for a long time”.
During a conversation between Lewinsky and the President before and after this sexual encounter, the President pulled up the pink trainee assistant pass hanging around her neck and said that there might be a problem. Lewinsky thought he was referring to the pass, and that an intern assistant should not be in the West Wing without an entourage. Secondly, he may have considered it “inappropriate” to have a sexual relationship with a White House aide.
White House records are consistent with Lewinsky’s statement that she testified that she met with the President on November 15 between approximately 8:00 p.m. and 10:00 p.m., and that on both occasions they walked from the Chief of Staff’s office to the Oval Office area. The record shows that the President spent one minute in the Chief of Staff’s office at 8:12 p.m. and two minutes at 9:23 p.m., returning to the Oval Office on each occasion. She remembers the President answering the phone during their sexual encounters, and she believes that the callers were either Representatives or Senators White House records show that the President spoke to two Representatives on the phone after returning to the Oval Office from the Chief of Staff’s office, Chapman calling between 9:25 and 9:30, and Tanner calling between 9:31 and 9:35.
D. Sexual contact on November 17
According to Lewinsky, she and Clinton had a second sexual encounter two days later (on Friday, November 17, during the federal government shutdown), when she worked at the White House until 8:56 p.m., left, and then returned to the White House, where she stayed from 9:38 p.m. to 10:39 p.m. Not long after Lewinsky’s return at 9:45 p.m., Clinton left the Oval Office, went to the Chief of Staff’s office (where Lewinsky would have worked during the government shutdown), stayed for a minute, then returned to the Oval Office, stayed in the Oval Office for half an hour, then returned to the Chief of Staff’s office, and stayed there until 10:34 p.m. (about the same time that Lewinsky had left the White House), and then walked through the Oval Office and the first floor. first floor, returning to the private sitting room at 10:40.
Lyusky’s statement: We worked overtime again because the government was closed that day, and Jennifer Parmeli, Curly and Herrnreich ordered pizza. Jennifer Parmeli, Curly and Hennrich ordered pizza, and when it came, I went downstairs to tell them, and when I walked into Curly’s office, Clinton was there, discussing things with other people.
We all went back to the Oval Office and someone (I think it was Toiv) suddenly knocked over the pizza and stained my jacket, so I had to go to the restroom to take care of it, and as I was walking out of the restroom, Clinton blocked the doorway to Corrie’s office and told me, “You can get out of here.”
Liusky said she and Clinton went into the private study area and kissed in the study’s walkway with the bathroom. After a few minutes, Lyusky told Clinton she had to get back to work, and Clinton suggested she could bring a couple slices of pizza over for him.
Lewinsky returned to the Oval Office with the pizza and told Currie it was for the President, “Ms. (Currie) opened the door and reported to Clinton, ‘Mr. President, the trainee is here with the pizza.’ He told me to go in, Currie went back to her seat, and Clinton and I went back to the back study.” Several witnesses testified that the two men were briefly alone that evening when Liusky delivered the pizza to Clinton.
Liusky testified that she and Clinton had sexual contact at this meeting, that they kissed, that Clinton rubbed his hands together and sucked her breasts with his lips, that the door connecting to the study’s mailbox was closed, and that therefore, while she and Clinton were making out, she saw Currie approaching the door while Clinton was working on her and talking on the telephone. Lewinsky said that the caller was a congressman with a nickname, and that she performed oral sex on him while he talked on the phone “while zipping up his pants and exposing his private parts”. He asked her to stop again before he ejaculated.
Clinton told Lewinsky afterward that he liked her smile and energy, adding, “I’m usually around on the weekends, and there won’t be anyone else here, so you can come see me.” White House records confirm that Lewinsky’s story is true, and that a member of Congress did call Clinton by her nickname at the time.
Records show that while Lewinsky was at the White House that night (between 9:38 and 10:39 p.m.), Clinton spoke on the phone with a member of Congress between 9:53 and 10:14 p.m., Rep. Callahan, who was nicknamed “The Kid.”
Clinton said in his January 17th Paula Jones sexual harassment deposition that he did not remember the details of his contact with Lewinsky, but did remember Lewinsky “bringing him pizza in the den” while on vacation. In his January 17th testimony in the Paula Jones sexual harassment case, Clinton said he did not remember the details of his contact with Lewinsky, but did remember that Lewinsky had “brought him a pizza in the den” while he was on vacation, but did not believe that the two men had been alone at that time. In videotaped testimony to the grand jury on August 17, Clinton said the first time he had a real conversation with Lewinsky “was in November 1995 during a government vacation. He said, “She brought me some pizza one night and we talked some.”
E. Sexual contact on December 31
Lewinsky said that she had her third sexual encounter with Clinton on New Year’s Eve (when Lewinsky was a White House law clerk) until she left the White House at 1:16 p.m., but the White House did not record her arrival time at the White House. Clinton was in the area of the Oval Office from 12:11 p.m., leaving at about the same time as Lewinsky, and entering the living room at 1:15 p.m.
Lewinsky said that between 12:00 and 1:00 p.m. that day, she was chatting with White House Steward Nelvis in the hallway between Clinton’s private dining room and the kitchen, and that she told Nelvis that she had recently smoked her first cigar, and that the steward had offered to send her one of Clinton’s favorite cigars. In the midst of the chit-chat, Clinton happened to walk out of the Oval Office at that moment to see Lewinsky, and then dispatched Nelvis to deliver something to Pennetta.
Lyusky told Clinton that Nelvis had promised her a cigar, so Clinton gave her one. Lyusky thought that Clinton might have forgotten her name because Clinton kept calling her “Kiddo,” so she repeated her name to Clinton. Clinton said he knew her name and added that he had lost the telephone number she had given him and that he had tried to find her number in the telephone book.
Liusky said the two entered the den from the walkway and “both began kissing, he removed my blouse and bra and caressed my breasts with his hands and mouth” while she performed oral sex on him. This time, Clinton asked Lewinsky to stop before he ejaculated. Lyusky said, “Because Clinton doesn’t know me very well or he doesn’t really trust me yet.”
Lyusky said that Secret Service agent Sandy was on duty in the west wing that day. Records show that Sandra Weiner was on duty outside the Oval Office from 7:00 a.m. to 2:00 p.m. Weiner was on duty outside the Oval Office from 7 a.m. to 2 p.m. that day.
F. Clinton’s account of his sexual relationship with Lewinsky in 1995
Clinton testified before the grand jury that Liusky delivered pizza to him on November 17, 1995, and that the two men spoke a few words, but that he never mentioned or implied that he had had any sexual relations with Liusky in 1995.1 The grand jury found that Liusky’s relationship with Liusky was not a sexual one.
Clinton testified under oath on August 17 that he had had “inappropriate intimate contact” with Lewinsky “several times in early 1996 and once in 1997” and admitted that what he had done was “wrong”, thereby implying that he had not had any sexual contact with Lewinsky in 1995 when he was a White House trainee. He admitted that what he had done was “wrong”, thereby implying that there had been no sexual contact in 1995 with the then White House trainee.
According to Clinton’s testimony, he and Lewinsky “began as friends” before “having further sexual contact.”
January-March 1996: continued sexual contact
In 1996, President Clinton and Lewinsky had more sexual encounters near the Oval Office of the White House. It was during their sixth degree of intimacy that the President spoke to Lewinsky at length for the first time. On Washington’s birthday, February 19, Clinton asked for an end to their sexual relationship, but then resumed it on March 31st.
A. Sexual contact on 7 January
According to Lewinsky’s account, on Sunday, January 7, 1996, she had another sexual encounter with the President. Although the White House records do not indicate that Ms. Liusky was present at the White House on that day, her testimony and other evidence indicate that she was there on that day. And White House records show that Clinton was in the Oval Office for most of the time between 2:13 p.m. and 5:49 p.m. that day.
Lyusky said, “The President called her shortly after noon that day, and it was the first time he had called her directly from home. I asked him what he was up to, and he said he was going to be in the office in a minute,” she recalls. I said, oh, well, do you want some company? He replied, that would be great.” Lewinsky went back inside her office while the president used the phone to arrange a private meeting between the two of them.”
“The arrangement (was) that he would leave the door to his office open, and I would walk by his office with some documents, and then he would stop me and invite me into his office. And that’s how it happened, I went by his office and I actually ran into (plainclothes security officer) Fox, who was on duty outside the Oval Office, and stopped to chat with him for a few minutes, and then the president came out and said, ‘Hi! Monica, come on in.’ We were in the (Oval) Office, sitting on the couch talking for about 10 minutes, and then we went into the den in the back and had intimacy in the bathroom.”
Lewinsky testified that during this bathroom passion, she and Clinton kissed and Clinton not only rubbed her naked breasts with his hands, but also sucked on them with his mouth. Lewinsky said the president “mumbled that he was going to service me with his mouth,” but she stopped him because she happened to be menstruating. But Lewinsky did perform oral sex on Clinton this time.
Afterward, she and the president moved to the Oval Office to talk, Liusky recalled: “He lit a cigar, and then he looked at the cigar in his hand, you know, looked at the cigar with a sort of mischievous expression.
So, I looked at the cigar, and then I looked at him and said, ‘Someday, we can do that.'”
In support of Lewinsky’s recollection, the record shows that Fox was on duty outside the Oval Office on the afternoon of January 7, and (now retired) Fox testified that he remembered running into Miss Lewinsky on a weekend afternoon. (Fox (now retired) testified that he remembered running into Ms. Louski one weekend afternoon while he was on duty outside the Oval Office.
He said that the President came out of his office and asked me, “Have you seen any young congressional staffers here today?” I said, “No, sir.” He said, “I’m waiting for one of them. He said, “I’m waiting for one of them, so if they show up, could you please let me know?” I replied, “Yes, sir.”
Security Officer Fox interpreted the President’s reference to “congressional staff” to mean White House staff working with Congress, i.e., staff in the law room where Lewinsky worked.
Fox was in the aisle discussing with another security officer on duty just who the President was expecting. “I described Ms. Lewinsky, you know, dark hair and all that kind of detail, but didn’t mention her name, I gave an overall description of her looks.” Fox had gotten to know Lewinsky when she was a White House intern, and other security officers had told him that she and the president were often close.
It wasn’t long before Lewinsky arrived, and she greeted Fox and said, “I have some documents to give to the president.” Fox took her into the Oval Office and the President said, “You can close the door, she will be here for a while.”
B. Sexual contact on 21 January
According to Liusky, on this Sunday, January 21, 1996, she had another sexual encounter with the President. Records do not show the time she entered the White House. She left at 3:56 PM.
And it was at 3:33 p.m. that the President traveled from his residence to the Oval Office and stayed there until 7:40 p.m. before leaving.
Liusky said she saw the president that day by the elevator in the hallway, and he invited her to the Oval Office.
According to Lyusky, “We had our first phone conversation a week ago, and I wasn’t quite sure if he liked it or not, and I didn’t know if this was going to be some kind of long term relationship, rather than what I had originally thought, that he might have a regular girlfriend who was on vacation…”
Lewinsky said she questioned what exactly was Clinton’s interest in her. “I asked him why he never asked any questions about me, was our relationship just about sex? Were you interested in trying to get to know me as a person?” Lewinsky said the president laughed and replied, “He cherished the time he had with me.”
She thinks it’s “a little weird” to hear him say things like he appreciates the time they have together “when I feel like he hasn’t even begun to know me yet”.
They walked to the side of the study as they talked, and then, when Lyusky was in mid-sentence, “he suddenly started kissing me”. He lifted her blouse and began to tease her breasts with his hands and lips, and Lyusky said that the President “pulled down his zipper and exposed himself” and she began to perform oral sex on him.
Halfway through the program, someone walked into the Oval Office. Lyusky remembers, “[The President] very quickly zipped up his zipper, walked out, and then came back… I just remember laughing at him because he was still visibly erect when he walked out, and I thought that was really funny.”
Soon a message was sent to tell the President that his next appointment, a friend from Arkansas, had arrived. He took Lewinsky from the Oval Office to Miss Hankenreich’s office, where he kissed her goodbye.
C. Sexual contact and follow-up phone calls on 4 February
On this day, Sunday, February 4, Lewinsky said she and the president had their sixth sexual encounter, and this day was the first time they spent a longer period of time talking about personal matters. The president was in the Oval Office from 3:36 p.m. to 7:05 p.m., and there were no telephone conversations in the Oval Office until 4:45 p.m. The record does not show the arrival or departure of Lewinsky.
Lewinsky said the president called her office and together they planned how to meet privately. She suggested they could pretend to bump into each other on the walkway “because it works really well when it’s like an accident that happens,” and then they walked outside the study together.
There, Lyusky said, they kissed and kissed. She was wearing a long skirt, buttoned from the neck down to her ankles, and “he unbuttoned my buttons, loosened my bra, and then slipped my long skirt down to both shoulders… Then he removed my corset… He looked at me, caressed me, and kept complimenting me on how beautiful I was”. He stroked and sucked her breasts with his lips, and then moved his hand to her private parts, first through her panties, and then directly into her private parts, where she proceeded to perform oral sex on him.
After this errand, Clinton and Lewinsky sat in the Oval Office and chatted for about forty-five minutes, with Lewinsky suggesting that the President may have been responding to her request to “try to get to know me” the last time they met. Lewinsky also credits the February 4 conversation with the beginning of the maturation of her friendship with Clinton.
As she prepared to leave, Lewinsky said the president “kissed me on the arm and told me he would call me, and I said, ‘Oh, yeah, what’s my number?’ Then he recited the phone numbers for my house and my office.” The President called her again later that afternoon and told her that he had a great time with her that day.
D. Breakup on Washington’s Birthday (February 19)
Liusky said that the President decided to terminate their relationship (but it turned out to be only temporary) on Monday, February 19, 1996, Washington’s birthday. On that day, Clinton was in the Oval Office from 11:00 a.m. to 2:01 p.m. He did not make a phone call between 12:19 and 12:42 p.m. The record does not indicate that Lewinsky was present inside the White House.
Ryusky recalled the day the president called inside her Watergate apartment, and from the tone of his voice, she could already smell that something wasn’t right. She asked to see him, but he said he didn’t know how long he would be in office. Lewinsky went to the White House and walked into the Oval Office between noon and 2 p.m. (the only time she went to the Oval Office uninvited). Lewinsky said she remembers being shown into the office by a tall, thin, Hispanic, plainclothes security officer who was on duty near the door.
The President tells her that he no longer feels right about the intimacy between the two of them and that he must stop it from progressing. He welcomed Lyusky to continue to visit him, but the relationship was only to be a friend.
He put his arms around her, but did not kiss her. In between their conversations, Liusky remembered that the President had received a phone call from a Florida farmer whose name appeared to be “Fanuri”. Lyusky vaguely remembers that the President seemed to receive or return the call just as she was leaving.
Liusky’s testimony can be corroborated in two ways. First, the plainclothes security agent Karabithu testified that on a weekend or holiday while Ms. Liusky was still working in the White House (most likely in the early spring of 1996), she appeared in the Oval Office with a folder and said, “I’ve got some documents for the President”. After knocking, he opened the Oval Office door, told the President he had a visitor, and he ushered Liusky into the office and closed the door. When Karabithu changed shifts a few minutes later, Liusky was still in the Oval Office.
Secondly, Liusky remembered a call from a cane farmer by the name of Fanuri that the President was talking to Farnoux in Palm Springs, Florida, that day between twelve-forty-two and one-zero-four. Farnoux had called at twelve forty-two. The Fahnu family were highly reputable cane farmers in Florida.
E. Continued exposure
Liusky said that after the breakup on February 19, 1996, “when we saw each other, the flirting was still unbroken.”
One night in late February or March, Clinton met Willowski in the aisle one day, and later called her at home to say that he was disappointed that they couldn’t get together because she had left the White House that night, sort of implying that he was interested in starting over.
On March 10, 1996, Lewinsky brought a visiting friend, Natalie Anfari, to the White House. Anfari to the White House, they happened to meet Clinton, when Liu Siji introduced them, Clinton said to Anfari: “you must be her friend in California”. Anfari was “shocked” that Clinton knew where Louski was from.
Lewinsky testified that on March 29, 1996, she met the President on a mail route and he was wearing the first tie she had ever given him. She asked him where he got the tie, and he replied, “A classy girl gave it to me.” Later, he calls her office and asks if she wants to see a movie. His plan was that she would appear in the aisle of the White House Theater at some point and he would invite her to sit with him and his guests as they entered the theater. Lewinsky replied that she didn’t want it to be thought that she was wooing people in the West Wing of the White House uninvited. She asked Clinton if they could meet over the weekend, and he said he could try. Records confirm that the President was indeed present in the White House theater on that day, March 29, when Mrs. Clinton was in Athens, Greece.
F. Sexual contact on 31 March
Lewinsky said that on March 31, 1996, she and the President renewed their relationship. She was in the White House from 10:21 a.m. to 4:27 p.m., and the President was in the Oval Office from 3:00 p.m. to 5:46 p.m. The only phone call he made was from 3:06 p.m. to 3:07 p.m. Mrs. Clinton was in the Oval Office. His only phone call was from 3:06 to 3:07 p.m. Mrs. Clinton was in Ireland.
Lewinsky said the president called her office and advised her to bring official documents to the Oval Office.
She arrives at the office and is introduced by a plainclothes security officer who carries in her briefcase the gift she gave the President, a BOSS brand tie.
On the walkway by the study, the President kissed Lewinsky. She recalled that on this occasion “he praised me wholeheartedly for my beauty”, kissing her bare breasts and playing with her private parts, at one point inserting a cigar into her vagina, then pulling it out and putting it in his mouth, praising the “good taste”. After they finished, Lewinsky left the Oval Office and walked through the rose garden.
